Publication of the Civil Engineering Framework by Scottish Government has been welcomed by the Construction Procurement Working Group, with them saying:
“We applaud the changes and improvements introduced to the Framework, in particular the graduated pricing mechanism and prompt payment policies.
"Tender assessments based on 70% quality and 30% price is also welcomed and will go a long way to reduce the emphasis on price and reduce the incentive for unsustainable pricing, although we do recognise that this is only one feature of the project that addresses improved quality, and this needs to sit alongside best practises that support quality throughout the delivery of the whole project.
“Moving forward we hope to see further progress, particularly in relation to retention practices. We recognise the role procurement can play in driving improvements and success across the industry, and whilst there is still much to be done to improve construction procurement, we believe this is a major step forward. We hope lessons learned in establishing this framework can be shared with others in the spirit of continuous improvement across the public sector.”
